Local Control and Accountability Plan (LCAP)

The Local Control and Accountability Plan (LCAP) is a three-year plan that identifies PUHSD’s goals, actions, services, and expenditures to ensure that all students have access to a high-quality education. The LCAP is an essential part of California’s Local Control Funding Formula (LCFF), which provides districts with base funding for all students as well as additional funding to support English Learners, Foster Youth, Homeless Youth, and students from low-income households.

Through the LCAP, PUHSD aligns its resources with the state’s eight priority areas:

  • Student Achievement
  • Student Engagement
  • Parent and Family Involvement
  • Basic Services
  • School Climate
  • Implementation of State Standards
  • Course Access
  • Other Student Outcomes

PUHSD’s LCAP is designed to meet the needs of all students, with a particular focus on ensuring opportunities for our English Learners, foster and homeless youth, socioeconomically disadvantaged students, and students with disabilities. The plan describes how targeted funds are used to close opportunity gaps and improve outcomes for these student groups.

Development of the LCAP is a collaborative process. PUHSD gathers input from parents, students, staff, and community members through meetings, surveys, and advisory groups. This shared voice helps shape the annual goals and the strategies we use to achieve them.

The Board of Trustees adopts the LCAP each year in June following a public hearing. The adopted LCAP reflects the district’s ongoing commitment to student learning by providing teaching excellence in a supportive environment.
